  1. The Board shall be called Haryana Mitti Kala Board.
  2. It shall be an autonomous body and its tenure shall be for a period of two years in the first instance which may be extended by the Government by notification in the Official Gazette from time to time. The Board shall be a body corporate and shall have a perpetual seal and may sue or be sued by the said name.
  3. Unless the context otherwise requires-
    1. ‘Board’ means the Haryana Mitti Kala Board.
    2. ‘State Government’ means the Government of Haryana in the Industries and Commerce Department,
    3. ‘Chairmen’ means the Chairman of the Board.
    4. ‘Member Secretary’ means the Member Secretary of the Board.
    5. ‘Member’ means member of the Board.
    6. ‘Mitti Kala’ means and refers to all kinds of hand-crafted earthen-ware made from earth, including traditional pottery and other artifacts.
  4. The Office of the Board shall be located at Panchkula.
  5. Objectives and functions of the Board shall be as follows, namely:-
    1. To revive and promote the traditional art of hand-crafted earthen-ware and artifacts.
    2. To bring more and more artists involved in manufacture of earthen- ware/pottery artifacts in the business-fold.
    3. To set-up skill-development facilities in manufacture of earthen- ware/Pottery/artifacts by engaging artists of repute across the country.
    4. To organize awareness campaigns for promotion of the items manufactured for large scale adoption.
    5. To initiate measures for marketing network and promotion of sale of manufactured items through provision of sale outlets.
    6. To initiate in development of new range of products.
    7. To organise exhibitions of the products manufactured and development by the artists, and
    8. To develop a sense of competition by instituting awards for the outstanding artists.
    1. The Board shall consists of five members including a Chairman, two official members including the Member-Secretary, and two non-official members as appointed by the Government, from time to time.
    2. The Chief Executive Officer of the Haryana Khadi and Village Industries Board shall be the ex-officio Member –Secretary of the Board.
    3. The terms and conditions of the appointment and tenure of the Chairman and other members of the Board shall be determined by the Government.
    1. The Board shall make rules and regulations for its governance with the approval of the State Government.
    2. The Board shall get the initial set of rules and regulations prepared in connection with its affairs and shall consider the same in its second meeting, where after these shall be submitted to the State Government for its approval.
    1. The Board shall meet at least once a year, or at shorter intervals as determined by the Board.
    2. A copy of the proceedings of every meeting of the Board shall be forwarded to the State Government.
    3. The Chairman of the Board and, in his absence, any other member so elected by the members, shall preside over the meeting of the Board.
    4. Two-fifth of the members of the Board shall constitute the quorum
    5. The Board in furtherance of its objectives, may set up such committees, as it may deem fit.
    6. The Chairman may direct any case referable to the Board, instead of being brought up for discussions at a meeting of the Board, be decided by circulation.
    1. The member-Secretary shall be the Officer of the Board and he shall be,
      1. Empowered to authenticate all orders and decisions, and
      2. Exercise all administrative and financial powers as are exercise by the Head of a Haryana Government Department.
    2. The officer shall be responsible for:-
      1. Presentation of annual estimates and statements of accounts to the Board.
      2. Custody of \the Board’s Funds and prudent utilization of such funds in accordance with the rules and guidelines issued by the State Government from time to time.
      3. Preparing the agenda and keeping the minutes of the meetings of the Board and furnishing a copy thereof to the concerned quarters, and
      4. Discharging such other functions, as may be prescribed or assigned from time to time.
  6. The Board shall create administrative, technical, ministerial and other posts with the prior approval of the Government and make appointment thereto in accordance with the rules and regulations and guidelines issued from time to time. The staff positions against the sanctioned posts shall be filled-up by way of deputation to the extent possible.
  7. The expenses of the Board shall be defrayed out of the Grant-in-aid to be provided by the State Government.
